Please include:

Your site URL (for example acme.atlassian.net).
Which tab you were using and what you expected to happen.
The message shown in the app, if any.
For the sync tool: the command you ran (without the token or secret) and its exit code.

Never send API tokens, the sync secret or exported rule files by e-mail.

I cannot see the app. It is in Jira settings → Apps → Rule Keeper and only for users with the Administer Jira global permission.
The cost forecast lists rules as not measurable. Manual, webhook, SLA, form, Assets and DevOps triggers cannot be counted from Jira data. See cost forecast explained.
The sync tool gets HTTP 401 from Atlassian. The e-mail or API token is wrong or expired. See the sync tool manual.
The sync tool gets HTTP 402 from the app. The app's license on that site is not active.
