Cost forecast explained
Atlassian's billing rules (as published by Atlassian)
- Every executed component is one step: trigger, condition, action, branch, if/else block.
- A trigger that finds no match still costs one step.
- Allowances are pooled across your organisation's products and refresh monthly. Per user per month: Jira Standard 400, Premium 750, Enterprise 1,000; Jira Service Management Standard 3,000, Premium 6,500, Enterprise 9,500; Confluence Standard 100, Premium 250, Enterprise 500. Free plans have a fixed allowance per subscription.
- From 3 December 2026, steps above the allowance cost $0.50 per 1,000.

How Rule Keeper estimates steps
Steps per run. From each rule's structure:
- the cheapest run stops at the first condition: trigger + any actions before it + the condition;
- the most expensive run executes every component once.
Branches may repeat their steps for every related item; that repetition is not included and the rule is marked "branch repeats not included".
Runs per month. Counted as you, with JQL, over the last 30 days in the projects the rule applies to:

Monthly steps = runs × steps per run, as a range from cheapest to most expensive run. Disabled rules count as zero.
Limits of the estimate
- It is an estimate. Atlassian's usage report (Atlassian Administration → Insights → Platform usage) remains the billing source.
- Counts run with your permissions; issues you cannot see are not counted.
- Very large sites may need more than one calculation; the tab says when a forecast is partial.
- Results are cached for seven days; click Recalculate for fresh numbers.
